When movement is mentioned, it is referencing using a method of movement, such as a climb/fly/land/swim speed, which standing from prone is not. This is a legal combination of actions. You can move your opponent during a grapple, but it seems that you really need to perform a trip manoeuver to actually get your opponent to the ground, you can't just bring him with you.
