I'd imagine that they're being fueled by some form of power or energy (Something like a Vibroblade from Star Wars for example) so that they can cut through enemy armour and shields that can stop rocket blasts. Thus would need "Ammo" to fuel them. Honestly, I'd love to see them as a Special ammo weapon.
